City of Lansing Form Based Code

1. Lansing’s new form based code (effective May 1, 2021) is considered a “hybrid” code, addressing both land use and building form.

2. Benefits of form based zoning includes:

  • Improving and protecting community character
  • Effectively transforming sites or district
  • Supporting transit oriented development and ease of use

 

3. There is not a one-to-one relationship between former and current zoning districts.

4. Allowable uses are expanded and simplified to allow for more flexibility.

East Lansing Housing Study

6. Residential target market analysis study completed October 2021 with the intent of informing housing strategic plan.

7. Study concludes there is ample student housing.

8. There is a significant attainability problem. Majority of renters and buyers who want to move to East Lansing want prices at or below market rate.

9. Making more attainable priced housing will in turn increase diversity and equitable access to the City of East Lansing.

10. City of East Lansing housing plan includes the following actions:

  • Adding elements to the zoning code to allow a step-down of density
  • Addressing housing equity and accessibility issues
  • Reviewing future land use map and zoning districts
  • Identifying opportunities for new professionals and seniors
  • Promoting diversified housing
